I would like to remove both the rain sound and the rain effect from this map, as they are very annoying.

set sv_use_entity_file 2
edit the file maps/de_indust2.ent (remove the sounds; you can use AI for this)
set sv_use_entity_file 1

You do not need to modify the map itself; utilize the features of ReHLDS.
